The Improving Public Health Management for Action (IMPACT) program, based at the Centers for Disease Control and Prevention, is seeking an individual with experience in program leadership, health education and management skills to support program activities for an international workforce development program.

About the IMPACT Program

The tools of public health have advanced rapidly in recent years with the development of improved vaccines, drugs, techniques, communications, and technologies. However, only through skilled management can research, theory, and scientific innovation be translated into successful public health action. With this in mind, the Centers for Disease Control and Prevention (CDC) is partnering with low to middle income countries to strengthen global public health management capacity.

IMPACT is a two-track (6-month or 2-year), competency-based management training program which builds skills through applied learning. The program is ultimately owned by the Ministry of Health in each country; IMPACT trainees are current employees at these ministries who are committed to advancing public health in their countries through management. To graduate, trainees must master eight IMPACT competencies through classroom and field-based training. These competencies will ensure trainees are prepared to implement programs, advance public health agendas, and improve health outcomes in their respective countries by using the newest tools of public health.

The IMPACT program was launched in 2016 in Bangladesh and Kenya. Further expansion is underway to new countries in Asia and Africa.

The IMPACT Program Manager Position for Bangladesh

The Bangladesh IMPACT Program Manager (PM) will take over day to day operational responsibilities from the outgoing CDC Resident Advisor.  This person will provide direction for the ongoing implementation and future expansion of the IMPACT program in Bangladesh. In the absence of a direct CDC employee as the RA, this person will be the primary point of contact and coordinator for the program and will provide guidance, consultation, and support to IMPACT fellows, mentors, supervisors, faculty, and partners.

The duties of the new Program Manager will include provision of support for various technical (including educational) and operational activities specific to the IMPACT program. During the forthcoming year, the incumbent will engage in the continuing definition, development, and implementation of the program, requiring collaboration with the host country’s Ministry of Public Health (MOH) leadership and staff, CDC Country Office(s), the Atlanta based

CDC IMPACT team, in‐country academic institutions, and other partners. The new Program Manager will also partner with the CDC Country Director to provide leadership and guidance on all IMPACT policies and procedures and support movements towards country sustainability and institutionalization.  The new IMPACT Program Manager will work closely with the outgoing CDC Resident Advisor as that CDC staff person transitions to a CDC Atlanta assignment with the IMPACT Program globally.  The outgoing CDC Resident Advisor will return periodically to Bangladesh to help support the Bangladesh IMPACT program efforts and mentor the new Program Manager.

Areas of Responsibility Include:

  • Coordinate the implementation of the IMPACT program in IMPACT country in coordination with host country’s Ministry of Health (MOH), the CDC Country Office, and the Atlanta based IMPACT team.
  • Establish and sustain partner relationships within and outside of the host country to ensure program development and support.
  • Coordinate and support facilitation of classroom training, on‐the‐job (experiential) training, and mentorship focused on developing a cadre of skilled public health program and operations managers.
  • Mentor IMPACT fellows in the field and classroom
  • Conduct periodic monitoring and evaluation of IMPACT fellows, mentors, faculty, and supervisors to ensure that fellows are achieving their competencies and contributing to the public health priorities of the host country.
  • Implement of monitoring and evaluation tools IMPACT program evaluation.
  • Ensure that field placement mentors and supervisors are given appropriate training and will provide ongoing monitoring and support during their service time and experiential training periods.
  • Review activity reports, project and program reports, written materials, oral presentations, and provide other technical guidance, as needed
  • Serve as a CDC point of contact for the country MOH, the CDC Country Office, other U.S. agencies, academic partners, and non‐governmental organizations on IMPACT program activities and future direction.
  • Assist with program budget monitoring and prepare periodic reports for CDC offices, funding partners, and others, as required.
  • Support strategic planning activities for program expansion and sustainability, including implementation of a plan for complete transition of IMPACT to the Bangladesh MOH.
  • Supervise in-country IMPACT administrative staff.

Qualifications

  • A minimum of a master’s degree in public health, or masters‐level training in a similar field or a degree in Medicine with some advanced training in public health (Post Graduate in Community Medicine, Diploma in public health or heath systems, etc.).
  • Cross‐cultural competence demonstrated through experience working in another country or in a cross-cultural environment (particularly in Africa)
  • Understanding and experience with health education delivery
  • Demonstrated experience in successful program or activity leadership, coordination, and management
  • Understanding of public health management
  • Ability to provide mentorship, direction, and constructive guidance to early, mid, and senior career professionals
  • Strong skills in diplomacy and partnership building, particularly in international settings
  • Ability to be flexible, yet tenacious in working towards program goals, particularly in bureaucratic environments
  • Demonstrated ability to successfully execute activities and tasks
  • Excellent communications skills, including the ability to devise written and verbal communications for multiple audiences (e.g., government, general public, scientific community)
  • Interest in health systems strengthening, particularly in workforce development
  • Academic and field experience in health promotion sciences, e.g.,:
    • Public health program development and implementation
    • Public health program monitoring and evaluation
    • Community health needs assessment.
    • Public health project management/operations
    • Public health emergency planning, preparedness, and response
    • Public health communications
    • Partnerships, collaboration and consensus building
  • Willingness to reside in Bangladesh for one year

Job duration: Initially on probationary period for 3 months and renewable for one year, contingent upon availability of funds. Person should be available for full time work by July 1, 2018. 

Job type: Full time (8 hours/day)

Salary Range: BDT200,000/month–BDT400,000/month based on experience/previous salary

Selection Process:

Step 1: Paper review of all resumes received on or before the application deadline will be conducted to assess applicant’s eligibility. Applicants meeting above mentioned criteria will be considered for the next selection step.

Step 2: After an initial screening, eligible applicants will be invited to participate in a 30 minute phone interview most likely during the week of April 23.

Step 3: As a final step of the selection process, the top 1-2 applicants will be invited for a 2 day in-person visit to IEDCR to meet with MoH and CDC leadership and IMPACT Bangladesh staff and previous participants. The cost of this trip will be paid by TEPHINET. This trip will likely take place in May 2018.
